Joe Bloggs is based in Woop Woop where he writes articles for his website. He is into ping pong and good movies. Click Here to read more of his articles.

Obviously the second will get a greater clickthrough because we have injected emotion, suggested a benefit, a freebie and put some urgency into the matter for good measure.

We need to give the reader a reason to follow our link! So we find some way to inject a benefit (learn much more, get free thing, become irresistibly attractive etc) and/or stir an emotion and maybe even use an urgency factor.
